National Development and Reform Commission: current situation and main problems of China's paper industry (Part I)

I. Basic Situation

China has become a major producer and consumer of paper products in the world, and also a major importer of paper products in the world. The self-sufficiency rate of products has reached 88.7%, basically meeting the consumption demand of domestic publishing, printing, commodity packaging and other related industries. There are about 3600 paper and paperboard manufacturers in China, with a production capacity of about 70million tons. In 2005, the total industrial output value of China's paper and paperboard Enterprises above designated size was 262.2 billion yuan, an increase of 146.7% over 2000 and an average annual increase of 19.8%; Assets totaled 322.8 billion yuan, an increase of 61.9% over 2000 and an average annual increase of 10.1%; The sales revenue was 254.6 billion yuan, an increase of 152.1% over 2000 and an average annual increase of 20.0%. During the Tenth Five-Year Plan period, China's paper industry entered a period of rapid development, mainly showing the following characteristics

(II) production and consumption increased rapidly, and the operation quality of the industry was significantly improved.

during the Tenth Five Year Plan period, China's consumption and production of paper and paperboard increased rapidly, and the growth rate of production was higher than that of consumption, effectively meeting the demand. In 2005, China's paper and paperboard consumption was 59.3 million tons, an increase of 65.9% over 2000, with an average annual growth of 10.7%. The per capita annual consumption increased from 27.8 kg to 45.0 kg, about 10 kg higher than the per capita consumption in Asia, but there is still a considerable gap compared with the world's per capita consumption of 56.3 kg; The production reached 56million tons, an increase of 83.6% over 2000 and an average annual increase of 12.9%. During the Tenth Five-Year Plan period, the operation quality of the paper industry was significantly improved. The total output value of paper and paperboard was 262.2 billion yuan, an increase of 146.7% over 2000 and an average annual increase of 19.8%; The most natural way to increase the value is to "input whatever you need to query" from 35.8 billion yuan to 72.7 billion yuan, an increase of 103.1% and an average annual increase of 15.2%; The total profits and taxes increased from 9.57 billion yuan to 22.52 billion yuan, an increase of 135.4% and an average annual increase of 18.7%; The total profit increased from 4.39 billion yuan to 12.32 billion yuan, an increase of 180.6% and an average annual increase of 22.9%; The physical labor productivity increased from 29.6 tons/person year to 73.4 tons/person year, with an average annual growth of 19.9%

(III) the raw material structure has been improved and the product structure has been further optimized. During the Tenth Five Year Plan period, China's paper industry has made full use of both domestic and foreign resources, and the raw material structure has been further optimized. The proportion of wood pulp increased from 19% to 22%; The proportion of waste pulp increased rapidly from 41% to 54%, and the proportion of non wood pulp decreased significantly from 40% to 24%. Through adjustment during the Tenth Five Year Plan period, paper and paperboard products began to adapt to consumer demand, changing from quantity to quality. The annual amount of biosynthetic resources reached 10billion tons to 100billion tons. Paper, high-grade cultural office paper, coated paper and coated packaging board, kraft linerboard, medium and high-grade household paper and other products in urgent need or shortage in the market have developed rapidly, easing the contradiction between supply and demand. The proportion of medium and high-end products has increased from 45% in the Ninth Five Year Plan period to more than 60%

(IV) the reorganization of enterprises has been strengthened, and the industrial concentration has been improved. During the Tenth Five Year Plan period, the reorganization of China's paper-making enterprises has been strengthened. A number of powerful enterprises have carried out cross provincial and cross regional mergers and acquisitions across the country, developing towards collectivization, specialization and diversification. A number of modern paper-making enterprises with advanced production technology and equipment, good product reputation, resource integration ability and strong competitiveness have come to the fore

at present, there are 26 paper-making enterprises listed in Shenzhen and Shanghai, and a number of leading enterprises have developed rapidly through stock market financing. At the same time, the market share and industry influence of private and foreign-funded enterprises have been continuously improved, which has become a new force for the stable development of China's paper industry and formed a diversified competition pattern. In 2005, there were more than 90 paper-making enterprises with an annual output of more than 100000 tons, including 25 paper-making enterprises with an annual production capacity of more than 300000 tons and 7 paper-making enterprises with an annual production capacity of more than 1million tons. The proportion of the output, sales revenue and total profits and taxes of the top 20 enterprises in the industry to the above indicators of all enterprises above designated size was 29.2%, 32.6% and 41.9% respectively. During the Tenth Five Year Plan period, the output increase of the top 20 enterprises accounted for 44.1% of the total output increase, and showed a gradual expansion trend

(V) pollution prevention and control achieved initial results, and resource consumption was further reduced. During the Tenth Five Year Plan period, China's paper-making enterprises actively implemented cleaner production and strengthened environmental governance. The environmental protection department intensified environmental monitoring and investigation of pollution problems, and shut down more than 1500 pulp and paper enterprises with high energy consumption and heavy pollution. With the output growth as high as 83.6%, the total amount of industrial wastewater discharge only increased from 3.53 billion tons in 2000 to 36 tons in 2005. They have a deep understanding of chemistry and environment on the spot 700million tons, accounting for 17.0% of the total wastewater discharge from key statistical enterprises nationwide, with the compliance rate increasing from 53.7% to 91.3%; The discharge of chemical oxygen demand (COD) decreased from 2.877 million tons to 1.597 million tons, accounting for 44.0% to 32.4% of the total COD discharge of national key statistical enterprises. The environmental pollution problem of the paper industry has been alleviated to a great extent, and the development momentum is good. During the Tenth Five Year Plan period, the resource consumption of China's paper industry has decreased. The average comprehensive energy consumption per ton of pulp, paper and paperboard has decreased from 1.55 tons of standard coal to 1.38 tons of standard coal, and the average water intake per ton of pulp, paper and paperboard has decreased from 139 tons to about 103 tons. Due to the increased recycling of waste paper, the consumption of raw pulp per ton of paper and paperboard decreased from an average of 541kg to 427kg
